How much horsepower per litre is normal?

Economy naturally aspirated engines make about 50-65 hp/L, sporty N/A 75-90 hp/L, modern turbo petrol 100-130 hp/L, and full-race or high-boost engines 150+ hp/L. Turbo diesels are torque-focused at roughly 60-80 hp/L.

Can tuning increase hp per litre?

Yes - a remap raises specific output, especially on turbo engines where more boost and optimised fuelling and timing unlock significant gains within safe limits.
