Cars with an active exhaust use a vacuum/electric valve to switch between quiet and loud. Tuning the flap control (or a separate module map) can hold it open more of the time, or tie it to throttle/RPM for a fuller sound. It's a sound feature, adds no power, and is usually combined with pops & bangs or a deep idle for effect.
