Many modern cars run a noisy high-idle, retarded-timing cycle at cold start to heat the catalyst fast for emissions. A cold-start delete softens or removes this so the car settles to normal idle immediately and starts quietly. It's a comfort/sound tweak in the ECU start maps; because it changes cat light-off behaviour it's an off-road/track calibration.
