The first three characters of every VIN are the World Manufacturer Identifier (WMI). The code PNA is assigned to NAZA, Malaysia (Peugeot), with the country of manufacture Malaysia.

So any 17-character VIN that begins with PNA was produced by NAZA, Malaysia (Peugeot):
