Send mode 01 with PID C4 over OBD-II. The ECU returns ? data byte(s), decoded with B5 is Engine Idle Request B6 is Engine Stop Request* (A, B, C, D are the returned bytes in order). The result is “?” in ?. This is standard SAE J1979 data supported by most OBD-II scan tools and loggers.
